Code overlays
Jurisdictional building-code overlays compose into the constraint envelope
a designer assembles inside from the first placement. Cities publish
bSDD URI references, IDS 1.0 specifications, and IFC geometric exclusion-zone
fragments; service-codes federates per-jurisdiction overlays
(municipal → provincial → federal → accessibility) into a single
validation run.

First Woodfine BC RS-1 jurisdictional encoding lands at v0.0.3 per sub-agent B's 6–8 week roadmap (proposed Doctrine claim #41 — City Code as Composable Geometry). The encoding will publish:
